Consumer Bill of Rights
Participating dealers agree to protect the consumer Bill of Rights:
- Qualified consumers will receive up to $4,500 of additional trade-in value toward the purchase of lease of an approved new or used vehicle under the Auto Stimulus Plan Program.
- Dealers must provide consumers with any other advertised customer rebates in addition to the additional trade-in value they receive through the Auto Stimulus Plan Program.
- Consumers are entitled to receive fair pricing which includes all applicable advertised offers and manufacturer incentives. The Selling prices cannot be padded to compensate for any part of the additional trade-in value.
- Consumers are entitled to receive competitive financing terms and are not obligated to purchase additional services offered by the dealer to participate in this program. Consumers are advised to negotiate the best terms before buying anything.
- Consumers are entitles to view and approve the sales contract before signing that clearly explains what they are getting and what they are paying.
- Consumers should expect Participating dealers to evaluate their Trade-in vehicles at the dealership and not over the phone to ensure the trade-in receives maximum value under the program rules.
- Consumers should expect the dealers to adhere to the program calculation formula for establishing the additional trade-in value based on KBB “fair” trade-in values. See the formula on the website and trade-in value calculation worksheet for details.
- Consumers should expect dealers not to deduct for more than the normal trade-in value deductions for mileage, condition and reconditioning. Reconditioning deductions represent the Dealers estimated cost to make the vehicle mechanically safe, emissions certified and cosmetically ready for resale beyond what Kelley Blue Book has already taken into account.
- Consumers should expect that all information collected through the Auto Stimulus Program will be kept confidential.
- Consumers are not required to trade-in a vehicle to participate in the Manufacturers and advertised rebates, incentives and discounts.
